Challenge: The State of Illinois, through DoIT and IDPH, has modernized its Electronic Disease Surveillance System (EDSS) and Long-term Care Licensing and Certification System (LLCS) into Salesforce-based digital platforms. Despite the technological upgrades, significant challenges persist in ensuring: Consistent understanding and adoption of the new systems by over 16,000+ internal and external end-users (including public health officials, clinicians, local health departments, and facility staff). Effective user training, organizational change management (OCM), and communication strategies to align stakeholders and prevent knowledge gaps during enhancement rollouts. Sustained performance and data security compliance through ongoing engagement, on-demand learning, and knowledge retention. These issues, if unaddressed, risk underutilization of the systems, inconsistent service delivery, and resistance to future enhancements that are critical for public health responsiveness and regulatory compliance.
Solution: JBJBusinessGroup Inc. is delivering specialized Communications and Training services to support the successful adoption and sustained use of the LLCS and EDSS platforms. As a certified VBP subcontractor under NIGP 918-32, JBJ’s scope includes: Organizational Change Management (OCM): Facilitating stakeholder alignment across DoIT, IDPH, and vendor teams to support a shared understanding of platform capabilities and changes. End-User Training Design & Delivery: Development of online and classroom-based training programs tailored to various user types (internal staff, local health departments, external providers, and the public). Creation of job aids, user guides, desk references, and application wizards that support just-in-time learning and workflow integration. Communications Strategy Implementation: Coordinated communication plans to inform and prepare users for system updates, new features, and performance improvement initiatives. Ongoing engagement to reinforce system benefits and build confidence in platform use. JBJ applies a blend of Prosci Change Management and ADDIE Learning Design methodologies to ensure alignment, learning transfer, and continuous improvement across training and communications.
